I am not sure I understand your request. Do you want use Dreamweaver or
FP2003 to edit your CMS?

Normally a CMS is self-contained and thus has an embedded editor. So
any wysiwyg stand-alone editor will not be able to edit pages in a CMS.
And since all CMSes are self-contained systems they all performs edits
in their own way. To my knowledge (perhaps limited) there is no
standard allowing external editors to update CMSes.
