I agree. There's some nice software to unlock some Nokia phones - you type
in your phones IMEI, the operator and a code for your country, and it spits
out a code that you type into the phone and it unlocks it.
That's legal to do in the UK. Changing the IMEI number is not legal in the
UK. (AIUI doing so is mostly to avoid stolen phones from being barred from
all networks)
