NNTP-Posting-Host: and X-Complaints-To: are also not part of a
standard overview database, but they're used in the suggested
nfilter.dat. Don't they work?

I can't think of any reason why an HTML post would be more likely to
have QP or Base64 MIME encoding in the Subject than any other kind of
post. What about plain text posts that have, for example, "Subject:
Forté Agent"?
