ID3-TagIT <http://www.id3-tagit.de/english/index.htm> has an organize
function that does what you're looking for.

Latest version requires .net but an earlier one (that works fine)
doesn't. Both available from the download page.

The Godfather <http://users.otenet.gr/~jtcliper/tgf/> has a similar
function but I prefer ID3-TagIT.
