The "or otherwise" is open to be interpreted as anything by anybody.
In effect it allows anyone to exclude from "free" whatever they choose
by simply defining "otherwise" costs as time/electricity to d/l a file
or the cost of a stamp for cardware, or the cost of an email for
emailware, etc.
Fortunately, most people ignore the definition and just use good
common sense.
I love these monthly definition debates. They're so fun.
