AFAIK Webware has always been considered On-Topic. It isn't eligible for
the Pricelessware List now but it was in the past:

IMO the toe is already in the door -> "rental" software is creeping up
on us both on and off-line. Look at the various restrictions MS is
placing on the use a Windows - or attempting to place (I believe they
backed up on some of their restrictions on the use of Vista after
hearing howls of outrage).
