This is a perennial popular question. Keep in mind that enlarging and
reducing size of any particular image involves ... interpolation. That
is an important word.

Enlarging essentially replicates existing pixels both horizontally and
vertically.

Reducing essentially omits existing pixels in a like manner.

In both cases, a result cannot help but be a bit softer than the
original.

Which algorithms are used to accomplish these feats of photo magic
depends upon the experience and knowledge of the author of programs
such as XNView, IrfanView, and a myriad other freebies .. and commercial
ware. Some are going to be better than others.

Choose and try different ones to ascertain which gives the best results
for you.
