I have long used TreeWalk with the MVPS Hosts file. As you know, with
TreeWalk, you become your own DNS server. It seems unsurprising that a
restart is needed. It's easier to install it for DSL than it is for
dial-up. I have never uninstalled it, so I can't comment about that.
But you can turn it on and off, so I suspect nothing is "destroyed".
They reference a website where you can download various packages of
''Hosts+ other stuff''. That looks overzealous to me(at least at
first), but the MVPS file works fine.
I began using it at a time when my ISP-supplied DNS seemed to be acting
up; so I have no convenient reference for speed changes. I cannot even
be certain there is any improvement. I just like the idea of it. Hope
