IrfanView (already suggested), XNView and FastStone all does this. I
have used FastStone with great success. It had tons of useful options,
such as cropping all images to the same aspect ratio, which was great
when making an online gallery.

I haven't used the other two for batch conversion enough to know just
how many features they have, but for for plain resizing and compression,
all of the above should all do just fine.
