I've never seen a program written to change port based on bandwidth it
finds available. Care to name one?

Exactly the same, no - but you can limit bandwidth with some routers.
You'll notice that 9ust4v0 didn't ask if there was a program to do
exactly what Netlimiter does - he asked if there was a program to
limit specific apps - and some routers can.
But you had to use the thread as an opportunity to say I was wrong,
didn't you, John? Even if your "argument" is so specious that it has
nothing to do with reality.
