It means strictly more than three, so four or more. Another thing to
keep in mind is Luu's comment:

Note that the group you are currently reading IS counted, i.e.,
it's NOT "kill articles xposted to > n OTHER groups".

And another thing is that it uses the Xref header to do the counting;
this means that if an article is posted to a group your server doesn't
carry, that group will not be counted.
