You have forced me to activate OE temporarily in order to explore it's
nefarious inner workings. Regardless, here is how you do it:

Tools/Message Rules/News.../

1. Put a checkmark under "Select the Conditions for your rule" by "Where
the Subject line contains specific words"

2. Put a checkmark under "Select the Actions for your rule" by "Delete it"

3. Under where it says "Rule description", click on the "contains
specific words" link to open the "Type Specific Words" window.

4. For each of the following words:

India
Hindu
Muslim
Terrorism

type them individually into the field under "Type specific words or a
phrase, and click Add." and then press the "Add" button.

5. When you have all the words added that you wish to add, press the
"OK" button and you've created the rule for dealing with this problem.

As new topics get added by the trouble makers, simply look for other key
words that are unlikely to appear in subject lines for messages which
are on-topic and create filters for them.
