From an old note in '03. Info may have changed:

Thank you for trying UNDOReg!

NOTE: This Win95/98/NT freeware program is provided as is and without
any guarantees of any
kind. It may be freely distributed, but not modified in any way.

*** DESCRIPTION ***

When you install a new program, the installation utility adds new data
to your system
registry, often UNREMOVED after the un-installation. You can have a
record of exactly what
the install program did using:

InCtrl 4.1:
http://www.zdnet.com/pcmag/pctech/content/18/02/ut1802.001.html

InCtrl 5: http://www.zdnet.com/downloads/stories/info/0,,001CV2,.html

System Mechanic: http://www.iolo.com/

UNDOReg analyzes the report generated by one of these utilities, and
deletes referenced
registry keys.

*** USAGE ***

Right-click on a TXT report file generated by InCtrl 4.1/5 or System
Mechanic "Safe
Installer", then select "UNDOReg it!".

*** UNINSTALLATION ***

Go to control panel add/remove programs, select "UNDOReg" and press the
add/remove button.
Your system will be completely cleaned.

If you like UNDOReg, please let me know. Donations are welcome! ;-)

UNDOReg is normally used in conjunction with InControl5 which
was mentioned by JMatt. Haven't actually used it, but I think
it only cleans the registry.

TU will clean the new files installed. Haven't used it either
so don't know how TU handles re-placed files. It's best to
maintain a backup copy of at least the windows and windowssystem
folders if you are going to install many programs so you can
'get back' any replaced files.
